聚焦上海拓展城市公共绿地的创新理念和途径——单位附属绿地开放共享,立足人民城市与公园城市建设背景,针对存量更新下城市绿地供需矛盾,阐述其从先行试点到全面推进的历程,结合创新筛选技术、多部门协调机制及退界 / 分时等开放模式,通过典型案例展现附属绿地向公共空间转化的城市空间复合利用路径。

Focusing on the innovative concept and approach of expanding urban public green spaces in Shanghai - the open sharing of unit affiliated green spaces, based on the background of the construction of people's cities and park cities, this article elaborates on the process of urban green space supply and demand contradictions under stock updates, from pilot projects to comprehensive promotion. Combining innovative screening technology, multi departmental coordination mechanisms, and exit/time-sharing open modes, typical cases are used to demonstrate the urban spatial composite utilization path of the transformation of affiliated green spaces into public spaces.

随着城市的不断扩张,以规划促进社会经济与生态可持续发展的需求也日益增长。实现这一目标的途径之一是通过建设更加绿色、互动、多样且多功能的蓝绿空间。关键在于如何理解自然的角色,尤其是“绿色基础设施”(Green Infrastructure,简称 GI)建设,如何将水文与气候敏感型设计理念融入城市景观之中。GI 规划被视为一种能够增强城市在个体、社区及城市尺度上应对气候、经济与社会健康问题能力的手段。然而,我们不应将城市绿化视为“灵丹妙药”,即单一解决方案,而应将其看作规划者和开发者可用来应对城市问题的一系列多样化选择。

通过反思自然如何被设计性地引入城市空间,我们可以评估何种类型的 GI在何种地点最为适宜。此外,将 GI 思维与城市更新、健康与福祉、气候适应以及社区对城市自然的共同认知等重大议题相结合,我们能够进一步评估在城市中投资 GI所带来的“附加价值”。报告将引用来自欧洲与亚洲的案例,阐述规划者如何借助 GI进行城市设计的多重可能性。然而,需要谨慎的是应对城市系统的复杂性并非易事,GI 不能解决城市中存在的所有问题。GI被视为一种提供更有效发展路径的框架,它通过强化人类与自然的联系、支持气候适应性实践、促进多功能环境建设,为城市提供了新的发展方向。同时,GI也与城市管理中的政治与经济讨论直接相关,为实现更可持续的城市规划提供可行选项。

As cities continue to expand, there is a corresponding need to plan more effectively for socio-economic and ecological sustainability. One mechanism achieve this is through the development of greener, more interactive, diverse and multi-functional places. Key to this is understanding the role of nature and specifically “Green Infrastructure” (GI) as a way of integrating water and climate sensitive design principles into urban landscapes. GI planning has been positioned as a way to enhance the capacity of urban areas to respond to climatic, economic and health/social issues at an individual, neighbourhood and city scale. However, we should not see urban greening as a panacea - a single solution - but as a suite of options open to planners and developers to respond to urban issues. 

By reflecting on the ways in which nature can be designed into urban areas we can evaluate what type of GI is most appropriate in which location. Moreover, by aligning GI thinking with significant urban issues including regeneration, health and well-being, climate adaptation, and communal understandings of urban nature we can evaluate the added value that investing in GI can have in urban areas. Examples from Europe and Asia will be used to outline the opportunities open to planners to design with GI. However, a mote of caution is also needed. Addressing the complexities of urban systems is not an easy fix, and GI can not solve all the problems associated with cities. Alternatively, GI can be framed as providing pathways to more effective develop by supporting connectivity between people/nature, climate adaptive practices, and promoting multi-functional environments. It also talks directly to political and economic discussions of urban management and provides options for more sustainable forms of urban planning.

Ian Mell教授是全球绿色基础设施规划领域的权威专家,拥有二十余年的科研、教学与实践经验,长期研究城市绿化如何应对复杂的城市发展问题。他的研究关注政策、财政及利益相关者在英国、欧洲与亚洲城市规划中的作用,探讨气候变化、健康、经济增长与公众满意度如何影响自然融入城市环境的方式。Mell教授先后任教于谢菲尔德大学、利物浦大学与曼彻斯特大学,现任曼彻斯特大学规划、资产与环境管理系主任,并兼任香港大学地理系访问教授。他著有多部具有国际影响力的著作,包括:《全球绿色基础设施》(Global Green Infrastructure, Routledge, 2016)、《绿带:过去、现在与未来》(Green Belts: Past, Present, Future, 与 Sturzaker 合著, Routledge, 2017),以及《当代亚洲城市的绿色基础设施发展》(Growing Green Infrastructure in Contemporary Asian Cities, Routledge, 2025)。在规划实践领域,他的研究成果已影响英国剑桥与利物浦的规划政策制定,并参与起草了英国《国家绿色基础设施标准框架》(UK National Green Infrastructure Standards Framework)。

Prof. Ian Mall is a global expert in Green Infrastructure planning. He has over twenty years' experience in research, teaching and practice examining the ways in which urban greening can address complex development issues. He has examined the roles of policy, finance, and stakeholder influence on urban planning in the UK, Europe, and Asia to assess how climate change, health, economic growth, and public satisfaction influence how nature is integrated into urban areas. He has held positions at the University of Sheffield, University of Liverpool, and University of Manchester where he is Head of Department (Planning, Property & Environmental Management), and is a visiting professor in the Department of geography at the University of Hong Kong. Prof. Mell is the author of Global Green Infrastructure (Routledge, 2016), Green Belts: Past, Present, Future (Sturzaker & Mell, Routledge, 2017) and Growing Green Infrastructure in Contemporary Asian Cities (Routledge, 2025). In practice, his work has shaped planning policy in Cambridgeshire and Liverpool, and he was an author of the UK National Green Infrastructure Standards Framework.

郑思俊是生态学博士,教授级高级工程师,上海市园林科学规划研究院规划研究所所长,上海市人才发展基金资助人才,上海市城市规划学会理事,上海市林学会城市森林分会秘书长,第一届园林绿化标准化技术委员会委员,上海市标杆青年突击队队长。主持或参加国家科技部、国家住建部、上海市科委、上海市农委及上海市绿化和市容管理局等项目30余项,发表文章40余篇,授权8项专利和4项软著,主编标准4项,出版专著1本(副主编),参编专著4本。

Zheng Sijun holds a PhD in ecology and is a professor level senior engineer. He is the director of the Planning Research Institute at the Shanghai Academy of Landscape Science and Planning, a talent supported by the Shanghai Talent Development Fund, the director of the Shanghai Urban Planning Society, the secretary-general of the Urban Forest Branch of the Shanghai Forestry Society, a member of the first Landscape Greening Standardization Technical Committee, and the captain of the Shanghai Benchmark Youth Assault Team. Hosted or participated in more than 30 projects of the Ministry of Science and Technology, the Ministry of Housing and Urban Rural Development, the Shanghai Science and Technology Commission, the Shanghai Agriculture Commission, and the Shanghai Greening and City Appearance Management Bureau, published more than 40 articles, authorized 8 patents and 4 software works, edited 4 standards, published 1 monograph (deputy editor), and participated in the editing of 4 monographs.
